Rawdogger really hits it on the head when he calls it the "much maligned codex" as indeed it is. The worst part may be that there is no specific writer to blame rather than just the design studio.
Captain (not): I must disagree. If you are running a company (5th company!), then you probably do want to run a captain unless you are always playing apocalypse for some strange reason. The captain also allows you to break out of ruts by giving him different wargear options unlike the plethora of named characters that do not allow you and customization.
Librarian (hot): This one comes down to how you feel that day. Do I want to bother with the psychic phase and warp charges?
Captain Tycho both versions (not): This should be a consideration as to whether or not you play 2nd company. If you do, you better be playing him regularly or just play a second founding chapter.
Librarian Dreadnought (not): Honestly, I never really understood the addition of this unit, the sanguinor and asteroth as 5th codex editions. What we needed were updated Dante, Mephiston and Corbulo sculpts. Alright, if you really like a Librarian Dreadnought go ahead and play it, but there are already other kinds of dreadnoughts that are cooler anyways.
Mephiston (not): If you want to leave your chief librarian at home indefinitely, that's your own problem. If there is a daemonic incursion, I want him there investigating. I mean, we don't want any Grey Knights or Inquisition poking around too much. He's such an iconic character, you should do your opponents a favor and let them feel his wrath every once in a while.
